Paint. By far the most common cause on older Denver homes. Decades of repainting with the sash closed effectively glues the sash to the stop and the parting bead. A century-old house may have ten or more coats bridging that joint.
Swelling. Wood sash absorbs moisture and expands. Less common in Colorado’s dry climate than in most of the country, but it happens on north elevations, in bathrooms, and anywhere there has been a leak.
Track or channel damage. On vinyl and aluminum sliders, debris packs into the track, or the track deforms, and the sash binds. Frequently solved by cleaning rather than repair.
Frame racking. The house has settled and the opening is no longer square. This is the serious one, because the window is now reporting a structural condition rather than a window problem.
Hardware. Crank mechanisms on casements strip or seize. Usually replaceable.

Paint-bound sashes can be cut free at the joint and the tracks cleaned and lubricated. It is careful work rather than difficult work, and the risk of doing it wrong is cracked glass or a damaged sash, which is the main argument for not attacking it with a utility knife on a Saturday.
Track debris cleans out. Casement hardware gets replaced. Swollen sash can sometimes be planed and refinished.
Frame racking cannot be repaired at the window. If the opening is out of square because the house moved, replacing the window without addressing the movement puts a new window into a bad opening.
Colorado requires an operable egress opening in bedrooms. If a bedroom window is painted shut or otherwise inoperable, that is a life safety issue and it is worth moving to the top of your list regardless of what it costs.
This also matters if you are finishing a basement. A below-grade bedroom needs a code-compliant egress window, and that is a different job from unsticking one.
